CTO as a service in Dubai gives a founder with no technical co-founder senior judgement on the decisions that shape the product, before they are made rather than after. Get those calls right and you launch on a base that grows with you and stands up to an investor’s technical questions; get them wrong and you pay to build the same product twice.

What is CTO as a service, and what does it cost?

Quick answer: CTO as a service, also called a fractional or virtual CTO, is a senior technical leader working with you part-time. They set the architecture, oversee your developers or agency and tie the roadmap to your launch dates. You pay for days per month agreed in your proposal, not a full-time UAE package that Hays puts at AED 70,000–150,000 a month.

What does going without a CTO cost you?

Technical decisions get made either way. Without a CTO, they are made one at a time by whoever is building that week: the stack, the data model, how payments connect, whose accounts the code lives in. Each is cheap to get right before the build and expensive to undo after launch, usually just when users arrive or a funding round needs a clean answer. Waiting rarely saves the money. It moves the bill to a worse moment.

What does a fractional CTO cover?

The job is a full-time CTO’s job, done in fewer days. With us, that means:

  • Architecture and stack. Choosing the technology and the structure of the system, and explaining the reasons in plain words.
  • The decisions that are expensive to reverse. The data model, integrations such as payments, and where code and accounts live.
  • A roadmap you can launch on. Technical work matched to your launch and investor dates, with a firm no to features you don’t need yet.
  • Oversight of the people building it. Reviews of your developers’ or agency’s work, and the standards they build to.
  • Hiring help. Role briefs and a technical view in interviews, so you choose who joins with confidence.
  • Investor readiness. Clear answers for a technical due-diligence review: how the system is built, who owns the code and how it will scale.

What a fractional CTO is not: someone in your leadership meetings every day. That limit is fine for most funded startups before and just after launch. It stops being fine later, and the table below shows when.

What does a CTO cost in Dubai?

Start with the full-time figure. The Hays GCC Salary Guide 2025 puts a Chief Technology Officer in the UAE at AED 70,000 to 150,000 a month, with an average of AED 110,000. That is a market figure for the total fixed monthly package, based on Hays data as of Q4 2024: roughly AED 840,000 to 1.8 million a year. It is not our price.

On top come recruitment fees, visa costs, health insurance and end-of-service gratuity, which our guide to the real cost of hiring in Dubai itemises. A startup CTO often expects equity as well, and the search itself can take months.

CTO as a service is priced by the days per month your product needs, agreed in your proposal. You pay for senior judgement when the decisions are on the table, not for a full-time seat while the work is still small.

How does CTO as a service work?

  1. A first conversation. Where the product stands, who builds it, and the dates that matter to you and your investors.
  2. A technical review. We look at what exists: the code, the architecture, the backlog and any vendor contracts. If nothing is built yet, we look at the idea and the plan. You get the decisions to make first, in order, in plain words.
  3. The arrangement. The days per month, the meetings the CTO joins and the decisions they own, all agreed in your proposal.
  4. A steady rhythm. Architecture calls, reviews of the team’s work and a roadmap check against your dates. Every decision is written down, so nothing lives in one person’s head.
  5. Grow, then hand over. When you are ready for a full-time CTO, we help you brief and interview for the role, then hand over the architecture notes and the decision log.

CTO as a service can run alongside your own developers or agency, or as part of a product we build for you, where CTO oversight is already part of the team. The four ways to work with us set out who runs the day-to-day work in each case, and our article on how we run delivery shows who owns what on a project.

Code, accounts and documentation can sit in your name from the first commit, so you see every change as it is made, and the code and IP in our work pass to you at the end of the project or contract term, once the contract is completed and paid. We design for UAE PDPL, Saudi PDPL and PIPEDA, and agree data rules with you before access.

Fractional CTO vs full-time CTO vs no CTO

Use this table to place your company today. Most founders find they sit in one column now and will move right as the product grows.

No CTO CTO as a service (fractional) Full-time CTO
Who makes the technical calls Whoever is building, one decision at a time A senior leader, part-time, with the whole system in view A senior leader on your team every day
What you pay Nothing up front, then rework later The days per month agreed in your proposal AED 70,000–150,000 a month (UAE market figure, Hays 2025), plus hiring costs and often equity
Your stage A prototype to test an idea, with no paying users yet Funded, from first build to early growth, with developers or an agency building Software is the product, and your own engineering team is growing
An investor’s technical review Hard to answer with confidence Prepared with you Owned in-house
The trade-off Nobody looks at the decisions as a whole Not in the room every day The highest fixed cost, and slow to change if the hire is wrong

When should you hire a full-time CTO?

Hire full-time when the technical work fills the week. The signs are clear: software is what you sell, your own engineering team has grown beyond what one lead can direct, releases need a decision-maker in the room every day, or investors want technical leadership on the leadership team. Until then, a fractional CTO makes the same calls in the days you need, and the handover in step 5 means your first full-time CTO starts with the full picture.

What CTO oversight looks like on a real build

Qargo is a mobility platform in Qatar that we built as four connected parts: a self-drive rental app, a driver app, an admin dashboard and a partner dashboard. A rental starts with a QR code that unlocks the car, and photos record its condition before and after the trip. Partners see each booking with its dates, revenue and photos, and can propose a fine with the evidence attached.

That is four products sharing one set of records. How bookings, photos, bills and fines connect has to be settled once, before the screens are built, or every new feature fights the last one. We led Qargo’s technical direction and architecture, and settling those links early is the job of CTO oversight on our projects, and why we treat scalable architecture as a decision for the start, not a fix for later.

Talk to us about your technical decisions

Since 2014 we have built software for more than 100 clients across the UAE, Saudi Arabia, Qatar, Kuwait, the USA and Canada, from our headquarters at Dubai Digital Park in Dubai Silicon Oasis.

FAQ

Frequently asked questions

How is the price of CTO as a service set?

By the days per month your product needs, and by whether the CTO works alongside your own developers or on a product we build for you. The figure is agreed in your proposal after a discovery call, so you know the monthly cost before any work starts.

How soon can a fractional CTO start, and how much of my time will it take?

The start date is agreed in your proposal. After that, keep a regular slot for the decisions that need you, such as priorities, budget and launch dates. The CTO brings the options in plain words, so you stay in charge without having to become technical.

Who makes the final decisions, us or the CTO?

You do. The CTO recommends, explains the trade-offs and what each option costs, and writes the decision down. Product priorities, budget and who joins your team stay with you, and you always know why a technical call was made.

Who owns the code, the accounts and the data?

Your accounts and data stay in your name, and the code and documentation can sit there from the first commit. The code and IP in the work we deliver pass to you at the end of the project or contract term, once the contract is completed and paid, as written in your agreement. We design for UAE PDPL, Saudi PDPL and PIPEDA, and agree data rules with you before access. We are happy to sign your NDA first.

What if the arrangement isn't working for us?

Tell us early and we adjust the days or the focus. If you decide to stop, the notice terms are the ones in your proposal. Because decisions are written down and the code sits in your accounts, your product keeps moving with whoever takes over.
