Saudi rules

Five things a Saudi system has to get right.

These come up in almost every Saudi project we scope. We plan for them in discovery, before anyone writes code.

RuleWhat it means for the softwareWhat we do in the build
Personal Data Protection Law (PDPL)Baker McKenzie summary (opens in a new tab)Enforced by SDAIA since September 2024. Consent, data-subject rights and limits on sending personal data outside the Kingdom. We list every personal-data field and where it is stored and processed in discovery, so hosting and transfer questions are settled before development.
NCA Essential Cybersecurity Controls (ECC-2:2024)NCA (opens in a new tab)Applies to government entities and critical national infrastructure. Cybersecurity roles must be held by qualified Saudi nationals. We deliver development, QA and DevOps against your ECC controls and leave the cybersecurity roles with your Saudi team.
ZATCA e-invoicing, Phase 2, Wave 25ZATCA (opens in a new tab)Taxpayers with VAT-liable revenue above SAR 187,500 in any year from 2022 to 2025 must integrate with the Fatoora platform by 1 February 2027.If your app or platform issues invoices, we plan the invoice data, VAT fields and QR code to the Phase 2 rules from the first release, so the e-invoicing system you use can report them.
Nafath sign-inThe national single sign-on run by SDAIA. Users confirm a login in the Nafath app with their national ID or iqama number. We build the login flow and the fallback for users without Nafath. Access is granted through the official onboarding channel, in your organisation’s name.
mada and local paymentsmada is the national debit network, so Saudi checkout flows need it alongside Apple Pay and cards. We integrate a licensed Saudi payment gateway that bundles mada, Apple Pay and cards, and show prices in SAR with VAT.

A build checklist, not legal advice. Your legal and compliance team signs off on data, security and tax. Rules checked 20 October 2026.

FAQ

Office, hours, hosting and Arabic.

What do you build for Saudi organisations?

Arabic-first mobile apps for iOS and Android, custom web platforms, and UI/UX and product design. Our Saudi work so far includes Massart, a no-code app generator for building iOS and Android apps, and work for a government ministry.

Which Saudi organisations have you worked with?

Massart, the no-code app generator we developed, and the Ministry of Municipal and Rural Affairs, which has been called the Ministry of Municipalities and Housing since July 2024.

Do you have an office in Saudi Arabia?

No. Contracts and support run from our headquarters at Dubai Digital Park, Dubai Silicon Oasis, and engineering runs from our team in Alexandria, Egypt.

Do your engineers work Saudi hours?

Yes. Our Alexandria team works Sunday to Thursday, the same week as Saudi Arabia. Riyadh is on UTC+3 all year. Egypt matches it from late April to late October and is one hour behind in winter.

Can the system be hosted inside Saudi Arabia?

Yes. We deploy to in-country cloud regions, your own cloud account or your own data centre. Where personal data is stored and processed is agreed in discovery, before development starts.

Can your engineers join our own team?

Yes. You can hire us for a fixed project, or add engineers who join your team, tools and sprints on the Sunday to Thursday week. Both are contracted through our Dubai headquarters.

Will the interface be in Arabic?

Yes. Our designers and engineers are native Arabic speakers. Interfaces are Arabic first and right to left, with English where your users need it.
