A listing card with a photo and an AED price line carries a blue tick labelled Verified and sits beside a chat bubble, while an arrow carrying an orange square labelled Boost lifts it, all framed by corner brackets, beside the words Classifieds app.

Classified app development in Dubai usually starts with “an app like Dubizzle”. That is a fair picture of the goal and a poor scope. A classifieds app has no checkout to lean on: it lives on fresh listings, quick search, safe chat and trust in who is selling. In the UAE some of that trust has official tools behind it, and some categories carry rules: property ads in Dubai need a RERA permit, and boosts sold inside an app follow the app stores’ payment rules. Scope those first, and the rest is screens.

What does a classifieds app like Dubizzle need?

Quick answer: Ten parts: listings, categories with their own filters, search, chat, seller verification, moderation and reporting, paid listings and boosts, payments for them, a seller dashboard and an admin panel. Decide first whether you serve one category, such as cars or property, or many: that choice sets every filter, rule and cost after it. In the UAE, verify sellers with UAE PASS where trust matters, require a RERA permit on every Dubai property ad, block the content the UAE’s internet access policy restricts, and sell in-app boosts through Apple’s and Google’s billing. Launch in one category and one emirate, in Arabic and English, and add the rest when sellers ask for it.

Dubizzle is the name many UAE buyers use for this kind of app, so we use it as a reference. Flojics has no connection to it.

Niche or horizontal: the first decision

A horizontal app lists everything from sofas to cars. A niche app lists one thing and knows it well. A new app has to win listings and buyers at the same time, which is easier in a category where you already know the sellers.

Niche (one category) A few related categories Horizontal (many categories)
Fits when You know one market’s sellers: car dealers, agents, equipment owners Your sellers work across neighbouring categories, such as cars, bikes and parts You can fund the marketing to fill every category at once
Filters Deep: every field a buyer asks about Deep in each, shared where they overlap Light everywhere, deep where you invest
Rules to build in One set, such as permits for property A set per category A set per category, plus a long prohibited list
How it earns Packages for dealers or agents, and boosts Packages and boosts per category Boosts, featured slots and display ads at volume
What grows the scope Feeds from dealer or agent systems Rules that differ by category Moderation and support across everything

How to read it: start on the left unless the right column is your business plan, and build categories as admin settings, so a new one doesn’t need a new app release.

The core parts of a listings app, and what to decide for each

Part What to decide before the build
Listings The fields each category requires, and when a listing expires or asks to be renewed
Categories and filters Each category’s own fields (make, model, year and mileage for cars; type, bedrooms and permit number for property), added from the admin panel, not by a developer
Search Filters, location by emirate and area, saved searches with alerts, and how Arabic and English queries find the same listing
Chat Photos, offers and a report button; whether phone numbers show; how the app warns about payment links and deposits sent outside it
Verification A phone check for everyone; UAE PASS for a verified badge; trade licence checks for dealers and agents
Moderation and reporting Which categories are checked before publishing, who reviews reports in both languages, and how warnings and bans work
Paid listings and boosts What is free, what is paid (featured slots, moving a listing up the results, packages for business sellers) and where each is sold
Payments Cards, Apple Pay and Google Pay on the web; store billing for items bought inside the apps; how refunds work
Seller dashboard Listings, views, chats, boosts bought, renew and mark as sold; staff accounts and bulk upload for business sellers
Admin panel Categories, moderation queue, users, prices, banners and reports; which roles see what, and what is logged

A classifieds app has no checkout between buyer and seller: they meet, inspect and pay each other. If you want buyers to pay sellers inside the app, it becomes a marketplace with orders, payouts and disputes, which is its own project: see marketplace app development.

Many buyers reach a listing from Google, not the app store, so plan listing pages on the web that search engines can read. Our custom web development team builds that web side and the admin panel on the same back end as the apps.

UAE rules and official services that shape the app

What the official sources say, checked on 5 November 2026:

Topic What the official source says What the app does
Property ads in Dubai RERA’s Circular 3-2022 to real estate portals: no ad without an official RERA permit; the permit verifiable through integration between RERA and the portal; listings no longer available removed or marked sold; each ad matching its permit. Portals that don’t comply can be stopped from publishing property ads. DLD’s ad permit service, run through Trakheesi, lists classified ads and electronic ads among its permit types, and DLD issues a Madmoun QR code with each permit so buyers can check the ad. A required permit-number field in the property category, checked before the listing goes live; the QR code on the listing; a sold or rented status. Ask RERA how integration works for your platform before you fix the scope.
Seller verification UAE PASS lets private companies with a valid UAE trade licence add its sign-in once it approves the use case. Basic (SOP1) accounts are not verified against an Emirates ID; SOP2 and SOP3 accounts are. “Sign in with UAE PASS” beside phone sign-up, and a verified badge only for SOP2 and SOP3 accounts. People without UAE PASS keep phone sign-up.
Cars in Dubai The sale completes with RTA, not in your app. In its vehicle ownership change service, the seller signs in (with UAE PASS on RTA’s app) and enters the buyer’s Emirates ID and phone number, and both sign an online sale agreement. The car needs insurance, a technical inspection and, if financed, a mortgage release. Listing fields for “financed” and “inspected”, a link to RTA’s service, and a sold status the seller sets after the transfer.
Prohibited content The UAE’s internet access policy, as set out on u.ae, restricts content including drugs, medical and pharmaceutical practices that break the law, intellectual property infringement, fraud and phishing, gambling, and trading in prohibited commodities and services. A prohibited and restricted list in the admin panel, keyword checks in both languages, and a report reason for each item.
Medicines Advertising medical products by any means needs the Emirates Drug Establishment’s approval (Federal Decree-Law No. 38 of 2024, Article 44). No medicine category; medicine listings are held for moderation and removed.

Rules change, so write your prohibited list with your legal adviser and confirm the current conditions with DLD, RTA and UAE PASS before launch. Our UAE PASS integration guide covers the sign-in itself. If you are a developer or a brokerage building for your own units rather than a platform, our guide to real estate app development in Dubai is the closer fit.

What this means for you: if property is one of your categories, treat that part of the app as a portal under RERA’s rules from the first release. A property category added later without permit checks can get your platform stopped from publishing property ads.

How a classifieds app makes money, and the store rule on boosts

Classifieds apps usually earn from the sellers who sell most: paid listings in high-value categories while personal items stay free, boosts and featured slots, packages for dealers and agents with listing credits for their team, and display ads once traffic justifies them.

Where each item is paid for matters as much as its price. Apple’s App Review Guidelines (3.1.3(g)) say digital purchases for content experienced in an app, “including buying advertisements to display in the same app (such as sales of ‘boosts’ for posts in a social media app)”, must use in-app purchase. Google Play’s Payments policy asks for its own billing for digital items and features sold in an app, outside the cases it exempts, and both stores limit how an app may point people to pay elsewhere. A boost bought in your iOS or Android app goes through the store’s billing and commission; one bought on your website goes through your own gateway. Decide where each paid item is sold before the screens are designed: it changes the purchase flow, refunds and your accounting.

Arabic and English from the first release

UAE sellers post in Arabic, in English or in both within one title, and buyers search in either:

  • Search that forgives Arabic spelling: أ, إ and ا; ة and ه; ى and ي typed either way find the same listing, and so do Arabic and Western digits.
  • Both languages on every category, field and filter, set in the admin panel, so “Toyota” and «تويوتا» land on the same filter.
  • Right-to-left screens designed, not mirrored, with prices, phone numbers and model names kept readable inside Arabic text.
  • Moderation in both languages: prohibited keywords, report reasons and quick chat replies.

Our core team are native Arabic speakers, and they check the Arabic screens before every release.

What to launch first: the MVP for a classifieds app

Area Launch with Add later, when
Categories One category, or a few related ones, in one emirate More categories and emirates, once the first has steady listings and buyers
Listings Posting from the phone, photos, required fields, expiry and renewal Video, bulk upload and dealer feeds, when business sellers post in volume
Search Keywords, the filters buyers ask for, location, saved searches Map view and recommendations, when buyers scroll past results without opening them
Chat Text and photos, offers, a report button, scam warnings Voice notes and in-app calls, when most deals start in chat
Trust Phone check, UAE PASS badge, checks before publishing in risky categories Trade licence checks and seller ratings, when business accounts arrive
Earning Free listings and one paid boost Business packages and display ads, when sellers ask for volume

The rule behind it: launch where you can fill the screen with real listings from the first day, because an empty category tells a buyer the app isn’t worth opening. Our MVP development cost guide shows how to cut a first release down to what proves the idea.

Scope checklist: answer these before you ask for a quote

  1. Categories at launch, and the fields and filters for each.
  2. Sellers: individuals, businesses or both, and what each can do.
  3. Verification: phone, UAE PASS, trade licence, permit numbers.
  4. Moderation: what is checked before going live, who reviews reports, and the prohibited list your legal adviser agreed.
  5. Paid items, their prices, and where each is sold: in the app, on the web, or both.
  6. Chat rules: phone numbers shown or hidden, offers, warnings.
  7. Languages: Arabic and English for listings, search, notifications and the admin panel.
  8. Platforms: iOS, Android, and a web version that search engines can read.
  9. Integrations: payment gateway, maps, SMS, UAE PASS, feeds from dealers or agents.

Hand the same list to every company that quotes, and the quotes become comparable.

What drives the cost of a classifieds app?

The cost is the effort of the team that builds it. A first release usually involves:

  • A delivery lead, who runs the plan, the risks and the scope decisions.
  • A UI/UX designer for the buyer and seller screens and the admin panel, in Arabic and English.
  • Mobile developers, often in Flutter, for iOS and Android from one codebase.
  • Back-end and web developers for listings, search, chat, payments, the admin panel and the web listing pages.
  • A QA engineer, separate from the developers, who tests the risky paths: a blocked word typed in Arabic, a boost refunded by the store, a permit number that doesn’t match, a reported chat.

The phases: discovery, where categories, rules and paid items are mapped; design in both languages; build and integrations; independent QA; launch and growth. The effort moves most with the number of categories and the depth of their filters, business accounts with bulk feeds, how much moderation runs automatically, UAE PASS and permit checks, where boosts are sold, and a web version built for search.

Where Flojics fits

We are a mobile app development company in Dubai, building buyer and seller apps in Flutter, React Native and native Swift and Kotlin, with the web side and the admin panel on custom code. CTO oversight settles how listings, chat, payments and moderation share one data model before the screens are drawn, and independent QA tests every release. The closest work we can show:

  • G&D is a gold and diamond marketplace app where trusted sellers showcase premium jewellery and customers send offers directly to the seller. Talk to the team that built it: book a meeting.
  • Mowein is a marketplace app where home-based sellers and small startups sell food, crafts and clothing, paid by card or Apple Pay. Talk to the team that built it: book a meeting.

FAQ

Frequently asked questions

How much does it cost to build a classifieds app like Dubizzle in the UAE?

It follows the effort of the team that builds it: a delivery lead, a designer, mobile and back-end developers and independent QA. The number of categories and the depth of their filters move it most, then business accounts and their feeds, moderation, UAE PASS and permit checks, where boosts are sold, and a web version built for search. Send us your scope; we reply with the effort, the team and the price.

Do property listings on a classifieds app in Dubai need a permit?

Yes. RERA's Circular 3-2022 to real estate portals says property ads without an official RERA permit may not be posted, the permit must be verifiable through integration between RERA and the portal, listings no longer available must be removed or marked sold, and each ad must match its permit. Make the permit number a required field in the property category, and ask RERA how integration works for your platform.

Can a classifieds app verify sellers with UAE PASS?

Yes, once UAE PASS approves your use case; private companies apply with a valid UAE trade licence. Basic SOP1 accounts are not verified against an Emirates ID, so give the verified badge only to SOP2 and SOP3 accounts, and keep phone sign-up for people without UAE PASS.

Can sellers pay for boosts by card inside the app?

Not inside the iOS app. Apple's guideline 3.1.3(g) says buying advertisements to display in the same app, such as boosts, must use in-app purchase. Google Play asks for its own billing for digital items and features sold in an app, outside the cases it exempts. Boosts bought on your website can go through your own payment gateway.

What should a classifieds app in the UAE block?

Start from the content the UAE's internet access policy restricts, as listed on u.ae: drugs, medical and pharmaceutical practices that break the law, intellectual property infringement, fraud and phishing, gambling, and trading in prohibited commodities and services. Advertising medical products needs the Emirates Drug Establishment's approval. Agree the final list with your legal adviser and keep it in the admin panel.

Should a classifieds app start with one category or many?

Usually one, or a few related ones, in one emirate, unless you can fund the marketing to fill every category at once. A new app has to win sellers and buyers at the same time, and an empty category tells buyers the app isn't worth opening. Build categories as admin settings, so adding more later needs no new app release.

Can a car classifieds app complete the sale?

Not the ownership transfer. In Dubai it runs through RTA: the seller signs in, with UAE PASS on RTA's app, enters the buyer's Emirates ID and phone number, and both sign an online sale agreement. The app links to RTA's service and lets the seller mark the car as sold.
