Odoo Implementation Cost in the UAE: An Itemised AED Guide

Odoo implementation cost in the UAE is typically AED 20,000 to 60,000 in services for a small rollout and AED 60,000 to 200,000 for a mid-sized one, before licences, hosting, support and 5% VAT. These are market ranges, not Flojics quotes; price every line before you sign and year two holds no surprises.

How much does Odoo implementation cost in the UAE?

For a small UAE rollout, budget AED 20,000 to 60,000 for implementation services; for a mid-sized one, AED 60,000 to 200,000 (market ranges). Add licences from US$13.50 (about AED 50) per user per month in year one, hosting if you need custom code, support, an e-invoicing provider subscription from 2027, and 5% VAT.

Two costs grow when budgeting is left late. The first-year licence discount ends after 12 months, so a budget built on it falls short in year two. And an Odoo set-up that isn’t ready for e-invoicing has to be reopened to connect your provider, so you pay for the same work twice. Plan both now and the numbers below hold.

Odoo licence prices for UAE businesses

Odoo charges per user and sets prices by region. When we loaded odoo.com/pricing from a UAE connection on 20 October 2026, it showed the prices below in US dollars. We convert them at the Central Bank of the UAE’s fixed rate of AED 3.6725 to the dollar.

What changes your licence bill:

• The lower price is a first-year discount. Odoo says it is “valid for 12 months, for initial users ordered”, so budget year two at the list price.
• Monthly billing costs about 25% more than yearly billing at list price.
• One App Free covers one app for unlimited users on Odoo Online. A second app moves you to Standard; Studio or a second company moves you to Custom.
• Custom is the plan for Studio, multi-company and external API access, and the only plan that runs on Odoo.sh or your own servers.
• Light users cost US$5.90 (AED 21.67) a month. Odoo counts any active employee record with no linked user as a light user, which matters if you run payroll for staff who never log in.
• Portal users are free. Customers and suppliers who view invoices on the portal do not count; an employee who logs expenses or timesheets does.

Hosting: Odoo Online, Odoo.sh or your own servers

Odoo Online hosting is part of the subscription. The catch is customisation: Odoo’s documentation says Odoo Online is incompatible with custom modules or modules from the Odoo Apps Store. If your project needs custom code or a third-party connector, you need Odoo.sh or on-premise hosting, both on the Custom plan.

Figures come from the Odoo.sh price calculator, which suggests one worker per 25 back-end users. A 15-user company on one worker, one staging environment and 10 GB pays about US$74 a month on yearly billing, roughly AED 3,261 a year. On-premise has no published price: count servers plus the staff time for backups, patches and upgrades.

Implementation services: market ranges by company size

Implementation services are the largest line for most companies. They cover discovery, configuration, data migration, testing and training; our step-by-step Odoo implementation guide explains those phases. Here we only price them.

These are market figures, not Flojics quotes. ERP Research is US-focused, so treat it as a cross-check. Odoo’s pricing page says companies under 50 employees usually work directly with Odoo through Success Packs, while larger ones usually hire an implementer for local project management. Success Packs are blocks of consulting hours sold by Odoo. They are the clearest public price for Odoo implementation work, and a useful yardstick when you compare quotes.

Customisation, integrations and data migration

Customisation is where budgets drift. Odoo Studio, on the Custom plan, handles fields, forms, reports and simple automation without code. Custom modules in Python need Odoo.sh or on-premise hosting, and Odoo adds “extra monthly charges” for maintaining extra modules (Success Packs page). Every custom module also has to be migrated at each version upgrade, so it carries a running cost as well as a build cost.

Integrations follow a licensing rule that is easy to miss. When Odoo calls an outside service, such as a payment provider, a courier or bank synchronisation, that is part of the standard plan. When outside software calls Odoo’s API, that counts as “External API” and needs the Custom plan, as the pricing FAQ explains. Ask for each integration as its own line with an hours estimate.

Migration cost depends on how many records you move and how clean they are. The cheapest approach is to move master data, opening balances and open transactions, then archive the old system for reference. Every duplicate customer or wrong TRN you fix before migration saves hours of testing later.

Support after go-live

Odoo’s plans include “unlimited support, hosting and maintenance” for the standard apps, as the pricing page puts it. Four costs sit outside that: implementer support for your configuration, reports and custom code; testing and module migration at each upgrade; performance tuning, which Odoo handles only through a pack of at least 50 hours; and training for new staff. As a yardstick, Odoo’s 50-hour Standard pack costs US$4,200, about AED 15,425, for returning customers.

UAE-specific items to add to the budget

• 5% VAT on services. The UAE standard VAT rate is 5%, so a VAT-registered UAE implementer adds 5% to its invoices. Services from a supplier with no UAE residence normally fall under the reverse charge (FTA e-commerce VAT guide). For most VAT-registered companies the VAT is recoverable, so it affects cash flow more than total cost.
• E-invoicing provider fees from 2027. E-invoicing is mandatory from 1 January 2027 for businesses with revenue of AED 50 million or more and from 1 July 2027 for smaller ones in scope, through an Accredited Service Provider (ASP). The Ministry’s list of accredited providers has no prices, so ask two or three for quotes, and add any connector licence and the Odoo set-up work. • Arabic documents. Bilingual quotations, tax invoices, delivery notes and statements need a few days of layout work and testing.
• WPS payroll. Odoo’s UAE payroll localisation exports a WPS file in .sif or .xlsx format. The cost sits in the set-up: every employee needs an ID number, bank account and nationality, and the first files are tested with your WPS agent.

This illustration is built from the list prices and market figures cited above. It is not a Flojics quote. The assumptions: 15 full users on Accounting, Sales, Purchase, Inventory and CRM; payroll for 35 staff, 20 of whom have no Odoo login; yearly billing; a new Odoo customer. Implementation is priced at Odoo’s 200-hour Pro pack, and customisation at 40 to 120 hours at Odoo’s pack rates of AED 275 to 353 an hour.

Without licences, hosting and support, the services lines come to AED 46,824 to 55,088 for Option A and AED 57,824 to 97,448 for Option B, inside the small and mid-sized ranges above. In year two, licences move to the list price, AED 11,172 for Option A and AED 21,154 for Option B, and light users, hosting, support and ASP fees continue. Option A only works if standard features and your ASP’s own connection cover e-invoicing, so confirm that before you choose it.
